Steps to recreate:
--------------------
1. Go to IS admin console >Manage > Users
2. Deselect "Allow User Registration" option.
3. Go to IdP, select to "Login via Information Card" -----------> The windows
card space loader appears.
Issue:
The option to "Add" a new card is still available.
