Steps to recreate
--------------------
1. In your Identity Solution installation, go to
\identity-solution-1.0-SNAPSHOT\wso2-identity-solution-1.0-SNAPSHOT\lib\tomcat\webapps
2. open the web.xml in edit mode
3. Change value of the param "IssuerPolicy" to a gibberish value (something
other than SelfAndManaged, SelfOnly, ManagedOnly)
4. Save an close the file.
5. Restart the server.
6. Access javarp
7 Try to login with a managed card and a self issued card.

It accepts login attempts from both managed card and a self issued card but the
issuer policy which is set in web.xml is invalid.
