I like the idea of the name change, and that it encompasses ‘learning'. As far as tag lines go, I’d be more inclined towards something like “IDLE is Python’s Integrated Development and Learning Environment” (i.e. the tkinter stuff isn’t hugely important to the user audience, and the possessive “Python’s” captures the “for Python” as well as it’s built-in as part of Python.
