I'm having trouble deleting the python IDLE.
The macOS Python installer has a [] Customize option, which has a "[X] Install GUI applications" option. This is mainly about installing IDLE. Uncheck that and IDLE will not be installed. Rerun the installer, or better, upgrade and uncheck that box.
If you do anything else, you are on your own.
I managed to delete everything but the 'about IDLE 3.8.1 (64 bit)' menu.
When IDLE is installed and running, there is an 'IDLE' top menu entry with a drop down menu that contains an 'About IDLE' item. I don't know what else you might be talking about. In any case, see above on (re)installing Python.
