My UNIX list at the bottom of http://cr.yp.to/proto/idn.html includes
gethostbyname() (some versions of which have already been fixed), mutt,
pine, and sendmail. Are you claiming that something else needs to be
upgraded? If so, what? We want verifiable facts.
