No. It may be so for the worst case.
For nominal case for hangul/han domains, max length reaches 28~29 syllables.

moreover, ACE37 with REORDERING will do much more compression, i guess.
REORDERING is another compression layer applicabe to all ACEs, not for
DUDE.
