Hi Ben,   When IDN WG started, James the co-chair posted a draft on Han folding which is similar to what you are trying to propose. Also CNNIC and TWNIC on that last IETF proposed the TC-SC folding as well. If you look under the section of IDN WG at www.ietf.org, you should see the drafts there.
