This is a different issue than the one raised by Erik Nordmark, which has to do with WG process (exit criteria), and iterations of proposals to consider reordering. Does the same stability of IDN over time requirement lead to the same conclusion for other transformations of blocks of code-points? What is the "stability of IDN over time" requirement more specifically, and in particular to reordering(s) that are not "absolutely [] permanent"?
