One exception is the straightforward set of Unicode/UTF-8 IDN operations described in http://pi.cr.yp.to. Yes, Unicode and UTF-8 require many software upgrades, but (1) those are upgrades that we want to do anyway, and (2) all the other IDN proposals require even more software upgrades. ---Dan
