I have definitly never said that. The contrary.

I have said that nameprep _only_ follow the technical note which Unicode
Consortium have created, because systems which handle Unicode will also use
the same mechanism, which means that data in Unicode _might_ be normalized
inside a unicode system without the knowledge of the user.

Note the might.
