Within IETF framework, there is nothing which say that "rough consensus" are determined only by public lists discussion. However, given the sensitivity of the work we doing, I certainly agree with you that comments should (not must) be made as public, either mailing list or face-to-face meeting, as possible. Private discussion opinion will also be considered but we certainly place more value in public discussion, either on the mailing list or face-to-face meeting. I would prefer we drop this IETF process discussion (which is best deal with in another group) and get back to our technical work. -James Seng
