I recently (in the last month) went through the exact same issue with a draft that had been sent to the IESG after WG last call. I ended up having to change non-normative uses of the 2119 terms to synonyms like "can" and "might", and use upper case for the directives, to eliminate possible confusion. YMMV. -Scott-
