URLs are already case-sensitive. Do you claim that users are confused by this---so confused, in fact, to justify the costs of making all URLs case-insensitive? Where are the studies supporting your claims? The careful approach is to start with (1) case-sensitive IDNs in which (2) uppercase letters are prohibited. If it turns out that users really need case insensitivity, we can add it later, because of #2. Otherwise, we'll avoid huge implementation and deployment costs, because of #1. ---Dan
