[idn] New mailing list for IDN registry policy

Greetings again. IMC has set up a new mailing list for discussing IDN 
registration policy. See <http://www.imc.org/idn-reg-policy/> for 
subscription information.

There are a few reasons for us setting up this new list:

- The IDN WG mailing list is for discussing IETF protocols, and IDN 
registration policy is not protocol-based

- The mailing list at ICANN is closed and is not discussed on the ICANN site

- The new list can be used to help give people background information 
before the IDNConnect event

Note that this new list is for discussing non-protocol issues with 
IDN registration; protocol-oriented discussions (such as how to 
handle registry-registrar interactions and whois) should happen on 
the appropriate IETF mailing lists.
