As a side note, for German, mapping "�" with "ue" would be more meaningful... but the German-speaking ccTLDs have decided not to do that (which IMO is a reasonable decision).

I agree that you should not create Tajik tables yourself, but rely on
experts to do that. But then, I agree with Erik that you should reject
any registration for the Tajik language until you actually have tables.

I certainly understand that it is commercially challenging to request
that appropriate national bodies come up with tables before even
accepting registration. However, given the marketing position of the
.com zone, I think users will understand the issues at stake, and
somehow find a to make their national bodies move forward.

When they have done so (e.g. like in the German case), it is really
difficult to understand why you are deferring adoption of the official
tables to "later this year".
