Thank you for your message of 3 February 1999 with a query from Indonesia
regarding the country code for East Timor.  My comment is as follows.

At the time when ISO 3166 was drafted, in the early 1970s, the status of
East (or Portuguese) Timor was far from settled.  Discussions took place
within the United Nations on what should become of the former Portuguese
colony.  From the point of view of the ISO Working Group responsible for
the preparation of the ISO 3166, and which did not apply any political
considerations in selecting candidates for country codes, this case was
similar to several others, including as an example Macao.

A separate code was required because of the need to report on past and
current trade and development statistics and programmes.   The code element
"TP" therefore was allocated to East Timor and has been used ever since in
all the successive versions of ISO 3166 since 1974.

When work began on the preparation of ISO 3166 Part 2 Country Subdivisions
Codes, the Indonesian National Standards Body supplied a list of provinces
which included "Timor Timur", with the code ID-TT.  This was accepted as an
official contribution and was included in the draft International Standard
(now adopted).  Again, this case was similar to those of Hong Kong and
Macao, both figuring in their own right in ISO 3166 as HK and MO, but also
as special regions of China, with subdivision codes CN-91 and CN-92

Needless to say, the ISO 3166 Maintenance Agency has no opinion whatsoever
about any political or other ramifications stemming from the use of codes
in ISO 3166.   The codes are available and their use in the context of
Internet has been noted with satisfaction.  In the particular case of East
Timor, recent events appear to further justify the retention of a separate
code for that area.

[2]Indonesian subdivision names/code elements in ISO 3166-2:

East Timor (or Portuguese Timor as it was formerly referred) figures in two
standards of the ISO 3166 family.

1       In ISO 3166-1 "Country codes" there is an entry for East Timor.

2       In ISO 3166-2 "Country subdivision code" there are two entries for this
name:

One as separate entry (because ISO 3166-2 reflects the sbdivisions of all
country names from ISO 3166-1).

One as a subdivision of Indonesia (Timor Timur ID-TT).

For your information I have attached the Indonesian list of subdivisions to
this mail (id.txt - an ANSI Text file). Please note that the 7 geograhical
units are only listed for information. The proper subdivision code starts
with the provinces.

Yes, there are other code elements for the other Indonesian subdivisions.
Please refer to the list.

In the 1970s the territory in question was often still referrred to as
Portuguese Timor or Timor Portugis. That's why it got the code element TP
in the early 1970s. ET is used in ISO 3166-1 to denote the Federal
Democratic Republic of Ethiopia.

I am not quite sure whether I understand this question. 
You need to differentiate between the names used and the code elements for
the names.

Names:
99 percent of the country names (and names of dependent areas) used in ISO
3166-1 are taken from official United Nations lists of country names. This
is also true for East Timor. If in the UN environment the name of this
particular entry changes the change of the name will also be effected in
ISO 3166-1 (and ISO 3166-2). As long as the UN refer to this territory as
East Timor ISO 3166-1 will retain that name.
So the official policy of ISO is to always use the names provided by the UN. 

Code elements in ISO 3166-1:
The code element was assigned in the 1970s and it was not changed after the
change of name to East Timor. I presume the name change did not result in a
change of code element since the name East Timor is still earmarked as
provisional in ISO 3166-1 (and should thus be also provisional in the UN
environment, I presume).

Code elements (and subdivision name) in ISO 3166-2:
The Indonesian subdivision code element for Timor Timur was notified to us
by the Indonesian Standards body. ISO is not in the business of telling its
member bodies what names and code element they should give to their
subdivision. We use what Indonesia notifies to us.

One more general remark. If a country name is deleted from ISO 3166-1 we
usually do not reuse the code element used for this old name for a period
of at least five years. After that time the code element can be reused. So
code element allocations in ISO 3166-1 are not "eternal" in the sense that
the code elements will not be reallocated.

The IANA is not in the business of deciding what is and what is not a
country, nor what code letters are appropriate for a particular
country.

The codes we use are those from the ISO 3166-1 standard.

A country must be recognised as such by the ISO; the code used must be
the ISO-3166 code.

Thank you very much for your e-mail of 23 July 1996 and the questions
contained therein.

Before we explain the situation concerning an ISO 3166 country code for
Palestine we would like to give you some background information on ISO,
the International Organization for Standardization, and on ISO 3166.

ISO (the International Organization for Standardization) is a worldwide
federation of national standards bodies (ISO member bodies). The work of
preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which
a technical committee has been established has the right to be represented
on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO
collaborates closely with the International Electrotechnical Commission
(IEC) on all matters of electrotechnical standardization.

Draft International Standards adopted by the technical committees are
circulated to the member bodies for voting. Publication as an International
Standard requires approval by at least 75 % of the member bodies casting
a vote.

International Standard ISO 3166 was first published in 1974. It had been
prepared by Technical Committee ISO/TC 46, Information and
documentation, in collaboration with the following International
Organizations: Customs Cooperation Council (CCC, since 1995: World
Customs Organization (WCO)), United Nations Economic Commission for
Europe (ECE), Food and Agriculture Organization of the United Nations
(FAO), International Atomic Energy Agency (IAEA), International Air
Transport Association (IATA), International Chamber of Commerce (ICC),
International Chamber of Shipping (ICS), International Federation of Library
Associations (IFLA), International Labour Office (ILO), International
Telecommunication Union (ITU), International Union of Railways (UIC),
United Nations Organization (UN), United Nations Conference on Trade
and Development (UNCTAD), Universal Postal Union (UPU), World
Intellectual Property Organization (WIPO), and World Health Organization
(WHO).

International Standard ISO 3166 provides universally applicable coded
representations of names of countries (current and non-current),
dependencies, and other areas of particular geopolitical interest and their
subdivisions. The fifth edition of ISO 3166 which is being developed at the
moment will consist of three parts:

Part 1 (Country Codes) establishes codes that represent the current names
of countries, dependencies, and other areas of particular geopolitical
interest, on the basis of lists of country names obtained from the United
Nations.

Part 2 (Country Subdivision Code) establishes a code that represents the
names of the principal administrative divisions, or similar areas, of the
countries etc included in Part 1.

Part 3 (Code for formerly used Names of Countries) establishes a code that
represents non-current country names, i e the country names deleted from
ISO 3166 since its first publication in 1974.

The three parts of ISO 3166 do not express any opinion whatsoever
concerning the legal status of any country, dependency, or other area, or
concerning its frontiers or boundaries.

ISO 3166 is continually updated by the ISO 3166 Maintenance Agency
(ISO 3166/MA) which consists of ten experts nominated by standards
bodies and liaison organizations. The secretariat for the ISO 3166/MA is
allocated to DIN the national German standards body.

Refering to your request for an ISO 3166 country code for Palestine we
would like to inform you that the ISO 3166/MA discussed this question at
its last meeting in April this year. The ISO 3166/MA recognized that due to
the development of the Palestinian autonomuous areas many users of ISO
3166 have the need to address these areas by means of a country code.

The Maintenance Agency decided to reserve the ISO 3166 two-letter code
element PS and the ISO 3166 three-letter code element PSE for Palestine.
Reservation means that these two code elements are not going to be
allocated to any other country by the ISO 3166/MA. These two code
elements may thus be applied by the users of ISO 3166 to represent
Palestine without risking to find out one day that the ISO 3166/MA has
allocated the code element to a different country or area of special interest.

However these code elements are not yet official code elements in the
International Standard ISO 3166 and do not appear in its code lists for the
following reasons:

1) The boundaries of the area(s) over which the Palestinian National
Authority has a certain amount of sovereignty are not yet clearly defined.
Such a definition would normally be a precondition for an ISO 3166 country
code element.

2) ISO 3166 is titled "Codes for the representation of names of countries".
Normally ISO 3166 country codes are assigned on the core part of the
official country names as provided in the United Nations Terminology
Bulletin "Country Names". Palestine is not listed there. The name which
was used for reserving the code elements PS/PSE was obviously
"Palestine". However, the areas which the PNA is in charge of are named
"the Gaza Strip and the Jericho Area" in the agreement between the State
of Israel and the PNA.

So the situation is that we do have an official name which obviously
nobody would want to use as basis for a code allocation and a colloquial
name which we cannot use because it is not confirmed by the United
Nations.

3) Code allocations in ISO 3166 to specific countries or areas need the
approval of the government holding the sovereignty over the area to be
published in ISO 3166. Now the question is: Who holds the sovereignty
over the Palestinian Autonomuous areas? The State of Israel or the PNA?
As far as we are informed quite a few aspects of sovereignty over the
area(s) in question still are with the state of Israel. Some elements are
devolved to the PNA. We are not sure whether the Government of the
State of Israel would formally agree to include a country or area called
Palestine with the code elements PS and PSE in ISO 3166.

In a nutshell: You may use PS or PSE to represent "Palestine". These
code elements will most probably be assigned to a possible future state
which has a name component "Palestine" or Palestinian". Until then the
two code elements are reserved. We hope that this solution suites your
needs.
