The Gov needs to state first that it is responsible for
the Internet (like many states feel responsible for
the air and thus regulate radio waves) and provide
reasons. Could you be more specific, please, because
this 'Internet regulation' is looking like something
very special.
To appoint somebody they need to take authority first because
nobody probably has given it to them until now. So: how
do they claim to have authority over the Internet ?
There is no Internet regulation in Switzerland. But we
have a communications law and this could be amended
to include Domain Names if they could be regarded as
addressing elements. The Gov would then not claim to
_own_ the Internet but to have to regulate the
address space (argument: names are limited and the
