Nah, ini pendapat yg saya setuju.

Kembali ke contoh ISP A dan ISP B di awal. Selama proses pemindahan, apa
salahnya dari ISP B untuk cek ke IDNIC apakah domain ini sudah bayar
atau belum. Toh tinggal lihat di website IDNIC.

Kenapa harus IDNIC yg "menyerahkan" daftar "tidak bayar" ke ISP? Ini kan
bisnisnya ISP, masa ISP ngga punya database or something yg mendaftar
semua domain di bawah namanya? Apa ngga bisa dicek tuh?

Saya aja, yg pengguna personal/pribadi, punya daftar domain yg sudah
saya daftarkan. Saya cek secara rutin, apakah domain perlu dibayar atau
tidak. Ketika IDNIC menyebarkan "surat cinta" mengenai HOLD domain, saya
langsung confirm ke bagian billing.

Ini sih masalah ISP yg pengen gampang nya aja. Ayolah, ini kan salah
satu bisnis kalian, masa sih ngga diurus dengan benar. Kenapa ngga ISP
yg pro-aktif membuat daftar domain di bawah administrasi nya, trus
secara rutin compare daftar itu dengan daftar dari IDNIC/APJII. Kalau
memang sudah bayar, pasti masih ada datanya di bagian Finance di masing2
ISP, dan tinggal di confirm saja ke IDNIC/APJII. Jadi, rasanya
"Pemutihan" itu ngga perlu.
