You must digitize with the onscreen digitizer a text layer. You need to digitize a new text line for each label you want. Just click on the digitize icon (yellow circle, red crosshair), and select the last option (text). Then click where you want the label and the orientation of the text. * I think, easiest way is to make a text layer over image. Use digitize Idrisi32's tool and choose text as a layer type.
