following status changes:
- RFC3044 from Informational to Historic
(Using The ISSN (International Serial Standard Number) as URN (Uniform
Resource Names) within an ISSN-URN Namespace)
- RFC3187 from Informational to Historic
(Using International Standard Book Numbers as Uniform Resource Names)
