The IESG has received a request from the Congestion Control Working Group WG
(ccwg) to consider the following document: - 'Increase of the Congestion
Window when the Sender Is Rate-Limited'
  <draft-ietf-ccwg-ratelimited-increase-04.txt> as Proposed Standard

The IESG plans to make a decision in the next few weeks, and solicits final
comments on this action. Please send substantive comments to the
[email protected] mailing lists by 2026-07-10. Exceptionally, comments may
be sent to [email protected] instead. In either case, please retain the beginning
of the Subject line to allow automated sorting.

Abstract


   This document specifies how transport protocols increase their
   congestion window when the sender is rate-limited, and updates RFC
   5681, RFC 9002, RFC 9260, and RFC 9438.  Such a limitation can be
   caused by the sending application not supplying data or by receiver
   flow control.
