This document is the product of the Congestion Control Working Group. The IESG contact persons are Gorry Fairhurst and Mike Bishop. A URL of this Internet-Draft is: https://datatracker.ietf.org/doc/draft-ietf-ccwg-ratelimited-increase/ Technical Summary This document specifies how transport protocols increase their congestion window when the sender is rate-limited, and updates RFC 4341, RFC 5681, RFC 9002, RFC 9260, and RFC 9438. Such a limitation can be caused by the sending application not supplying data or by receiver flow control. Working Group Summary The document reached broad agreement. It has been presented to CCWG since IETF 119, and the "show of hands" polls at IETF 119 and 120 and 121 showed significant interest in the topic and broad support for the document. The document has received comments from various Working Group participants in CCWG sessions, on the mailing list, and on Github. The Working Group Last Call concluded with positive reviews and no dissent. Document Quality There exist multiple implementations. Most notably, the behavior as described in the document has been implemented and deployed in the Linux kernel since version 3.16. See Appendix B of the document for more details.
