Technical Summary

Composite ML-KEM defines combinations of ML-KEM with RSA-OAEP, ECDH,
X25519, and X448. This document specifies the conventions for using
Composite ML-KEM algorithms with the Cryptographic Message Syntax
(CMS) using the KEMRecipientInfo structure defined in “Using Key
Encapsulation Mechanism (KEM) Algorithms in the Cryptographic Message
   Syntax (CMS)” (RFC 9629).

Working Group Summary

This is a companion document to draft-ietf-lamps-pq-composite-kem-21.
There was a lot of debate, and many people asked for fewer combinations, but
in the end there were people that want each of the combinations that are
   specified.

There was consensus in the working group.

Document Quality

Much code has been written, and a lot of time was spent at the
hackathon to make sure that various implementation are interoperable.

ASN.1 is used, and compiles w/out error. No YANG, MIB, Media Types,
 or other fancy reviews.

Three downrefs, already in the registry: RFCs 3394, 5869 and 5911

Personnel

The Document Shepherd for this document is Russ Housley. The Responsible
   Area Director is Deb Cooley.
