I think this work should be taken up within the IETF, and this WG seems as appropriate as any other. Just considering the scope of the changes to DSN handling argues that this development should be brought into an open process sooner rather than later.
The level of complexity seems high, but the focus on compressing as much of the activity as possible into MTA-MTA transactions is appealing. And I imagine every previous proposal in this space probably got a similar initial reaction regarding complexity...
I don't think the name is the most important aspect of this work, but the scope of what DKIM does and the scale of what it changed seems so much smaller than this proposal that I would support a different name just to avoid confusion.
