Theoretically, "p=reject" is a statement that "I sign everything",
sort of like ADSP's "discardable" and whatever it was with SSP. Do we
need something more granular in this new base layer, or just this, or
can this be left to DMARC and its ilk?
DMARC and its ilk, imo. The two were always two different problems,
though at the time it was useful to bring both up. No need to confuse
this effort.
