This is the second message in this thread that includes users as
relevant to this functionality. I get that it is always an appealing
kind of reference, but...
They won't be. Ever. At scale and for average (and all of below
average and almost all of above average) users, there is no reliable
performance that can be expected of them except that many of them will,
over time, fail to make the 'right' choices about email abuse. That
include you. And me. And everyone else on this list.
Really.
And this is a sufficiently tired topic that the burden on anyone making
a claim of utility needs to provide serious, credible evidence. Because
they won't be able to.
