I don't want us to stray too far from chartering yet, so to keep it on track: I think we're coming to agreement on the idea that there's something here that should be explored, understanding that might result in further development and it might result in a decision to abandon this line of thinking.  Is that correct?

I think re: charter, it's perfectly valid to question why. It's not like this hasn't been bumping around for a long time. That's especially true since it seems like a lot of the people behind this seem to believe that DKIM is inadequate to be upgraded. After 20 years of operational and deployment existence that is a tall barrier to replace it, where without explicit and definable benefits we won't see any uptake.

FWIW, I'm not arguing against this. I just don't understand the urgency, and why the urgency is now... urgent. I think we are owed an explanation, and experimental data would be extremely useful to justify it.
