There is no such promise for the bcc'd recipient ... see case 3 of
#3.6.3 in RFC5322bis (I point you at that rather than RFC5322 because it
is considerably easier to read)...  viz: the bcc'd recipient may already
receive an email with a bcc: header field containing their email address
