Colleagues,

The Chairs have discussed the open CFAs, and we believe we’ve reached a
point at which we can make some decisions about the adoption of documents.

We observe the following important notions:

* A Call For Adoption is open for all three of the proposed documents.
Discussion, however, has focused on the “motivation” document with
relatively little on the “header” and “modification algebra” documents.
* A document doesn’t have to be in, or near, its anticipated final form
prior to adoption.  Iteration is expected.
* Adoption of a document does not endorse what it currently says, nor does
it cancel any feedback received about it previously.  Any such feedback
still needs to be addressed by the WG before it can proceed.
* There has been no claim laid down that any of these documents violate the
WG charter.
* Lists are the primary venue for WG decisions, but we note that there was
clear consensus at the meeting in Bangkok to adopt all three documents as
reasonable starting points for the chartered work.
* Change control passes formally to the WG only after adoption. Until that
happens, work on the document is outside of the WG process.

Accordingly, the Chairs conclude that the “motivation” document has
developed enough support to warrant adoption and development within the WG
context.  The WG shall continue to discuss and iterate on aspects of this
document, resolving feedback received to date and any in the future.

The other two documents will be returned to “Candidate for WG Adoption”
state, where they will remain until the WG has significantly converged on
the adopted document such that progress on those is within reach.  We
suggest that those two be considered “parked”, and avoid discussion of
them, until the “motivation” draft feels like it’s well on its way.
