For quite a few of the design choices being made, there does not seem to be a clear explanation of the need being satisfied or how the approach that is chosen provides the best method of satisfying it.

It not a question of whether the need is real or the choice is best.  (Well, ok, those are also questions.  but note the /also/.)  It's making sure there is good public documentation to permit review by others.

So, why, indeed.
