Scott,

I want this document to focus on a single topic, the base document.  From
reading the list there seems to be a lot of arguments from different people
about SSP that I just want to avoid right now and let them come up with
respect to the SSP document rather than infecting the base and threat
documents.  

Additionally there have been a large number of different types of extensions
proposed by other people that could work.  I would put them all together in
dealing with the base document as potential future work for somebody ---
where somebody could be this group.
