The proposed charter puts the details of other key management systems and user-level keys out of scope so that we can contain the work at this stage, and make quick progress on the first version.
Amen! I absolutely think this is the right thing. If people want to spend time on alternative key management systems let them write an I-D and input that into a future process. Not now, please.
