Probably you didn't miss anything, the "if it outlaws Resent-* that must be crystal clear" was all I said about it, and I've no good idea how to add different List-issues to this point. Apparently the requirements don't include the last two cases yet. If "I sign sometimes" is the default for no SSP, then "I know I don't sign" is relevant. The opposite could also make sense, without SSP a default of "I know I don't sign", otherwise an explicit "I sign sometimes" (or better) is required. The 5.3 (7) consensus isn't obvious: A "null" SSP should IMO mean something above "don't look any further".
