In any case the content of the mail need to be retrieved before the
first delivery, so the original URL cannot be used for the second
delivery. If the path between the first and second delivery also uses
TBR the mail needs to stored on a second server and the envelope sender
needs to be changed to reflect that. So there is no problem.
