For future IETFs, we need a local Web server for such announcements, probably 
at 10.0.0.1 or some such address that won't be confused by routing glitches or 
need a DNS lookup.  After all, I only saw this note -- and the one announcing 
the problem -- *after* the routing loop was repaired.
