Well, does it count if the encryption doesn't cover the whole path?
I'm aware of a number of ipsec "vpn" hardware vendors out there who
are looking to put encryption in ISP edge "concentrator" boxes rather
than at the customer site, for some reason which completely escapes me
-- the traffic ends up in the clear on the last hop to the customer!
