If subscribed to a WG or other mailing list of the IETF, then is member of the IETF. (Yes, by this definition, lurkers are members. Most organizations have many members who are lurkers.) >Any contributor to the IETF is effectively a member of it. Only a subset of the membership contribute to the IETF.
