According to what definition of 'free standards'?

Yes, and that would make them non-free to me.

The copyright license also makes IETF standards non-free, and here at
least one major GNU/Linux distribution agrees with me.

Anyway, the point of having optional guidelines is that people who do
not agree with the ideas behind the guidelines don't have to follow
them.
