I believe that is a poor argument, because the only implementation I am aware of is the one I wrote. And I'm opposed to publication of the document.
I am aware of two others. I do not think it is appropriate for me to indicate the sources of the implementations; their authors should do that ... However, I will say that one comes from a commercial source and the other comes from an academic source.
