I believe that Russ's argument is correct. We do publish the direct email addresses of WG Chairs and ADs on www.ietf.org, and I take those (and addresses such as [email protected], [email protected] and [email protected]) to be the official ones that clearly must accept mail from anyone except obvious spammers. If we declared the aliases at tools.ietf.org to be official, things would be different, but they are in fact just a convenience as Russ says. So I don't see any obstacle to applying a PR Action to them. As Sam said, this has nothing to do with the specific case in point.
