I agree with your proposal. Nevertheless, I have to say that deciding the location of meetings based on the current attendance is a chicken-and-egg issue: attendance by participants of a specific country is not going to be high when the location is far from that country. This is particularly true for developing countries, where it has always been a problem to get funding for attending meetings. Just my two cents.... Thanks!
