The DFF mechanism specified in the document can either be used as
"route-over" IPv6 forwarding mechanism (Mode of Operation:
"route-over"), or as "mesh-under"
LoWPAN adaptation layer (Mode of Operation: "mesh-under").

Section 3. Applicability
