I assume you are mentioning about the Key recovery agent. It is already present in the server bin directory named as "utility.exe".
In upcoming builds we will have script that runs this utility, so that the user need not use the mono command. This will be distributed by the administrator to the recovery agent person-in-concern for recovery of the encrypted iFolder keys.
