since the ftp service doesn't work at all, then i guess a 1-2 days in
advance warning is good enough (warn on the mailing list(s), as well as on
the site's front page, i guess).

as to contact people, you can talk to anyone from the suport personel,
tell them you're shlomi from linux-il, and ask when is it possible to get
there to do maintanance work on the 'iglu' computer they are hosting. if
they don't know, they'll refer you to the systems personel. btw, i'd
recommend you get there on off-hours (i.e. after 5pm) when there's les
pressure around, but tell them in advance you're coming there, so they'll
know who you are and what you're doing there.

i could do that too, if the need arises. i've been there twice so far
(once to connect the server to the network, and once to run an fsck).

it takes much shorter then you might think. the disks are very fast.
fscking the md device took less then half an hour, as far as i remember
(closer to 10 minutes, i think).
