That will come later, I guess. First we need the system to support Hebrew 
right..

If we decide to translate the FAQs, etc - maybe we should keep two copies 
of the FAQ system, with both Hebrew and English FAQs, and translating the 
important parts to Hebrew (and maybe collecting some Hebrew content from 
other sites, keeping updated lists of Hebrew manuals, etc).

Well, I can't remember any real problem with mozilla's bidi since 0.9.5, I 
use it a lot to test logical sites that I'm working on, and the only 
problem that I can remember is with input fields, it crashes sometimes when 
you mix English and Hebrew in text area. But using Visual Hebrew will not 
solve this problem.

Maybe we can make also include a Visual version of the sites, we can run a 
function on all the content before we display it that checks if the user 
has some cookie set, and run some bidi function if he does (php has builtin 
hebrev() functions that works pretty well).
