the Nuke family of PHP portals is a problematic one and there are 1-2
security holes found in it each month. I think it's not a good direction
to look in, but if you insist, then why not dotKof?

please look into phpbb2 again, it has a lovely Hebrew version and has
been customized from a forum system into a portal in the past, so it's
worth considering.
