Who changed the Mandriva rsync rules to:

FYI, carroll is a slow server and is not recommended. Mandriva has other 
servers one can update from, and anorien gives very good bandwidth. I was 
told the "/rsync" file is just an example.

I'm changing it back with a note - and please keep it this way.
