I found the problem, the DB was not updated when I set the permissions on the folder, 
so now I set the permissions on the actual DB and all works fine now.

when a user wants to submit data he gets the following message: 

Microsoft OLE DB Provider for ODBC Drivers error '80004005' 
[Microsoft][ODBC Microsoft Access Driver] Operation must use an updateable
query.

I have already checked the ODBC drivers and don't see anything out of the
ordinary, can anyone help?
