To be able to read and comprehend (understand and interpret in the *correct* context) technical information -- which includes: * technical manuals, documentation, HOWTOs etc. * forum/mailing list discussions * IRC chat sessions et. al. There do exist localization teams who are translation of the UI/documentation to regional languages.
