It was started as a pdf equivalent like many things at AT&T.  to quote
from wikipedia:-

as well as source code for the reference library. The ownership rights

LizardTech. The original authors maintain a GPLed implementation named
"DjVuLibre". "

djvu.org is the non-commercial resource site which you can see for
more details.
